Civic and electoral education campaign in Central Congo

Church and Society and Global Ministries sponsored a campaign for civic and electoral education in the Democratic Republic of the Congo and an election observation via Church of Christ in Congo.

The ultimate goal of the program was to help the Congolese people participate in free, democratic, credible, and peaceful elections.

Included in the program were the following training modules:

• The voting processes in the DRC.
• The importance of the vote.
• Electoral conflicts and violence.

The module on voting processes was led by Juste Bahati, an expert of the Independent National Electoral Commission. He explained the new electoral law in the DRC and the use of the voting machine, which was a problem because the Congo has a high rate of illiteracy.

The module on the importance of voting was led by the Rev. Thank God Ndjukendi, United Methodist pastor of Western Congo. He synthesized his module on fulfilling our obligations to our government according to Romans 13:6-7, which says that Christians should fulfill their civic obligations in society.

He concluded with the message that voting is a civil right essential to the functioning of a democracy. It allows all citizens to express their choices and exert their will by electing their local and national representatives and by answering questions put forth via referendum. To vote is to make a citizen’s gesture that is essential to democracy.

The module on conflict and election-related violence was moderated by Aberi Lunzunze, lay leader of Western Congo and an expert in communication.

He urged participants to define, identify, prevent and manage conflicts and corollaries (risks, violence and various election-related crises) while demonstrating how to mediate and reconcile.

Thanks to this funding, more than 150 lay and clergy leaders were trained on civic and electoral education. Lunge also made a personal commitment to raise public awareness, especially in the use of the voting machine by deploying more 800 observers at polling stations in more than 6 provinces of the DRC.

“The two days of training on civic and electoral education, made me aware of other faithful and its surroundings in my local church LOKOLE. This training allowed me to know the use of the voting machine, on how to make a judicious choice and how to observe the elections because I was also an observer in a polling station.”

“The contribution of the United Methodist Church in the success of the elections in the DRC remains significant because, thanks to the awareness and awareness of the Congolese people through the program of civic education and elections, today the Democratic Republic of Congo offers a rich experience of democratic elections that no African country has yet succeeded.

"The church fulfills its mission that ‘My people perished for lack of knowledge’ especially our faithful have strengthened the knowledge about the voting process, the use and the manipulation of the voting machine. Finally, on December 30, 2018, they performed their civic duty by going freely to vote and choose their leaders.

"So this project has positive effects with visible impact actions, although its elections were once controversial but the people of God still survive, it is for the first time since its independence (1960) that the Congo has just made a peaceful and peaceful transfer of power between incumbent President Joseph Kabila and new incoming President Felix Tshisekedi.

"It is true that the country still lives a fragile electoral post despite the speech of hope of the new President Felix Tshisekedi. This still requires an electoral post office of the Church of Christ to consolidate the acquits.

"The project had 3 phases, the two phases (the pre-electoral and electoral phase) have just ended successfully. Today, we still invite our partners Church and Society & Global Ministries to come to the Congo to see the results of their funding and also continue with the post-election phase (awareness for peace and non-violence).”

La Région Episcopale du Congo Est a bénéficié d’un financement allant de 20.000 dollars américains pour mener les activités d’éducation civique et électorale au niveau de la partie est de la République Démocratique du Congo depuis Novembre 2018.

Ce financement provenant de GBGM & GBCS a servis pour les activités sensibilisation de la population avant et pendant les élections du 30 Décembre 2018.

RESULTATS DU PROJET

Renforcement de capacité de laïcs et clergés :

150 laïcs et clergés méthodistes unis du Congo Est ont été formé sur l’éducation civique et électorale.

Voici en résumé, les 4 thèmes développés lors de la formation par les enseignants et experts de la CENI.

Les processus électoral en RDC

Ici le 1er jour avant midi, le formateur expert de la CENI Mr. MUTHOMA à brosser sur la loi électorale, sa modification et son application par rapport aux élections de cette année. Cette formation a permis aux participants d’acquérir des connaissances suffisantes sur les contentieux électoraux, les procédures de revendication en cas de contestation par ex, les revendications de députés nationaux et du Président sont déposées à la cours constitutionnelles tandis que les revendications des députés provinciaux sont déposées dans les cours d’appelles au niveau de chaque provinces.

L’utilisation de la machine à voter

La formation sur l’utilisation de la machine à voter a été plus pratique que théorique, et cela a permis à ce que les participants touchent directement à l’outil.

L’importance du vote

Ici le Rév. Lange Omesombo, Directeur de l’Ecole pastorale a animé sur l’importance des élections selon la bible. Pour lui, même la bible montre le vote est un devoir et un droit car Dieu lui-même est le père de la démocratie. En laissant l’homme de choir qui servir cela montre en plus forte raison Dieu accorde l’importance au vote. Et il a conclus son exposé par un appel aux fideles d’aller faire un choix utile lors du vote.

Les conflits et violences liés aux élections

Mr. Opele, Expert et coordonateur de l’ONG Haki za Binadamu, l’intervenant a surtout monté les causes de conflits électoraux et à la fin il aussi éclairer les participants avec les approches nécessaires pour réduire les conflits et résoudre ces derniers.

Concernant la sensibilisation des fideles et la population en générale sur l’éducation civique et électorale axé sur l’utilisation de la machine à voter, le Bishop Gabriel Unda a lui-même lancé le projet en exhortant non seulement les fideles mais aussi toutes les confessions religieuses ainsi que toute la population de l’Est de la RDC de cultiver la paix ainsi que la tolérance avant, pendant et après les élections, de s’approprier de ce programme d’éducation civique et électorale et de faire un choix judicieux. Il a aussi remercié les partenaires pour le financement combien important pendant cette période électorale. Ce financement était pour nous un geste d’amour dans le système connexionnel de l’Eglise Méthodiste Unie.

Les autres participants ont fait leurs impressions après la formation :

En remerciant les partenaires à l’occurrence GBCS & GBGM, le participant à la formation a apprécié la qualité d’enseignement sur les processus de vote selon la nouvelle loi électorale mais aussi il a apprécié la machine à voter car de loin on leur avait appris que c’était un outil à voler/tricher. Pour Dr hervé, ce programme est l’un de vecteur de la paix et l’alternance pacifique et civilisé. Tant d’autres participants ont donné leurs impressions.

Toute l’Eglise remercie GBCS & GBGM pour sa contribution à la réussite des élections en RDC car aujourd’hui le pays a un nouveau président élu démocratiquement sans incident majeur, cela démontre encore notre sensibilisation a quand même répondu aux attentes de la population congolaise. Il est souhaitable que ses efforts continu dans la phase 1poste électorale.
